Professional info


Steve has a PhD from the University of Cambridge in the fields of economic development and regeneration.  He has worked in industry, academia and consultancy establishing a wealth of experience and knowledge in these fields over the last 25 years.  His professional background comprises a hybrid mix of economics, technology, real-estate development, land use planning, social policy and politics – enabling him to see a problem from several different perspectives.

Work experience

Steve has over 20 years’ experience in the fields of economic development and regeneration.  Over the last 15 years he has increasingly specialised in technology policy and economic development.  Principle areas of expertise include:

  • Impact of science and technology on the economy

  • Science commercialisation, innovation and enterprise strategies and programmes

  • Programmes and strategies to support new technology sectors

  • Science parks, technology corridors, incubators and enterprise centres

  • Science and technology infrastructure

  • University technology transfer and commercialisation

  • Digital economy, information communication technology (ICT) and broadband strategies and programmes


His clients include most of the RDAs, the Devolved Administrations, Government Departments, sub-regional and local partnerships.  He also advises developers and investors regarding projects. 


Steve established Adroit Economics Ltd in 2005 in order to specialise in these fields.  


Steve offers particular experience of complex projects and programmes – concept and forward strategy, consensus building, communication and dissemination, advice on choices and options, green book appraisal, delivery plans, risk assessment and mitigation, funding options and vehicles, financial modelling and economic impact, monitoring and evaluation frameworks, interim and final evaluations.
